members elected to each of the two Houses of the General
Assembly.
SEC. 5. And be it further enacted. That this Act shall take
effect from the date of its passage.

CHAPTER 155.
AN ACT to add an additional paragraph to Section 6, Article
4 of the Public Local Laws of Maryland, title "Baltimore
City, " said additional paragraph to follow paragraph 23,
title "Stocks, Loans and Finance, " of said Section 6, Article
4, and to be designated 23-A, the same empowering the
Mayor and City Council of Baltimore to provide interest
rates for its certificates of indebtedness authorized but un-
issued.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That exercising its reserved power contained in Section 2,
Article HA of the Constitution of Maryland to extend, modify,
amend or repeal the powers granted to Baltimore City in Ar-
ticle 4, Section 6 of the Public Local Laws, an additional para-
graph be and the same is hereby added to Section 6, Article 4 of
the Public Local Laws of Maryland, title, "Baltimore City, "
the same to follow paragraph 23 of said Section 6 of Article 4,
title "Stocks, Loans and Finance" and to be designated 23A,
and to read as follows:
23A. To provide by ordinance, or ordinances, whenever it may
appear practicable and advisable to do so, f or negotiating its loans,
evidenced by bonds, stocks or certificates of indebtedness, or any
part thereof heretofore or hereafter authorized by the General
Assembly of Maryland and approved by the voters pursuant to
ordinance, but not yet actually issued, at a rate of interest per
annum less than that which may have been provided for in any
ordinance or ordinances submitting such loans to the voters for
their approval.
SEC. 2. And be it further enacted, That this Act shall take
effect from June 1st, 1927.
