essential to the public welfare and convenience, and routes
may be changed or abandoned, whenever, in the opinion of
the Public Service Commission, the welfare and convenience
of the public will not be prejudiced thereby. In the event
any such motor vehicle owner shall fail to report excess mile-
age and other information, as above provided, or shall change
or abandon a route or reduce a schedule, without first ob-
taining the permission of the Public Service Commission, or
shall operate with greater frequency than prescribed by his
approved schedule, where the privilege so to do has been denied
or limited, the Public Service Commission may, after due
hearing, upon not less than three days' notice in writing, to
be sent by registered letter to the address given by the motor
vehicle owner when applying for his permit, revoke or sus-
pend all permits issued to such motor vehicle owner under
the provisions of this sub-title, and refuse thereafter to issue
such permits to said motor vehicle owner. Upon the suspension
or revocation of a permit by the Public Service Commission,
all certificates of registration issued to such motor vehicle
owner by the Commissioner of Motor Vehicles shall thereupon
be likewise suspended or revoked. The license, or registration
fees, charged under this sub-title, except in the case of season-
al permits, as above provided, shall be on the basis of the en-
tire year, but may be issued on or after the first day of July,
in any year, for the remainder of the year expiring on the
31st day of December, in which event one-half of the yearly
fee shall be paid. No portion of the license or registration
fee paid as aforesaid will be refunded for any part of the
year during which said license is not used, provided, however,
that reductions in said fee occasioned by change of route or
schedule or abandonment of route, shall be allowed as a credit
upon all sums payable by such motor vehicle owner, in the
course of the current calendar year, for excess mileage of any
motor vehicle registered in the name of such owner under the
provisions of this sub-title.

SEC. 2. And be it further enacted, That a new section be
and the same is hereby added to Article 56 of the Annotated
Code of Maryland, Edition of 1924, Title "Licenses", sub-
title "Public Freight Motor Vehicles, " to be known as Section
266, and to follow immediately after Section 265, said new
section to read as follows:

266. If any part or parts of this sub-title, or of any sec-
tion thereof, shall be held to be unconstitutional, such uncon-
stitutionality shall not affect the validity of the remaining
parts of this sub-title, or of any section thereof. The Leg-
islature hereby declares that it would have passed the re-
