GAME BILLS.

Senate Bill No. 296 (Ch. 356), Senate Bill No. 300 (Ch.
341), House Bill No. 200 (Ch. 253), House Bill No. 339
(Ch. 293) and House Bill No. 504 (Ch. 399) are all local
fish and game bills for Kent County, Queen Anne's County,
Garrett County or Baltimore County. They are covered by
the State-wide Game Bill, Senate Bill No. 105, which I am
approving, and the provisions of the State-wide bill repealing
local legislation are such that in all probability these measures
would be invalid anyhow. In any event, a State-wide Game Bill
has, for the first time, been enacted in Maryland, and I do not
think that local exceptions or departures from it should be
made until its operation has been tried out. Accordingly, these
bills will be vetoed.

House Bill No. 610 (Ch. 499) was apparently intended to
protect dogs and foxes, but actually it makes it illegal to set
traps except fifteen inches beneath the surface of the land, and
not more than three feet from the edge of some stream. This
would practically make it impossible to trap muskrats, mink
and skunks at all, and, for this reason, it will be vetoed.

HOTELS.

(Chapter 667)

This bill provides that no matter how negligent an Ordinary
or Inn Keeper, his servants or employees, may be, he shall in
no event be liable for more than $100 for the loss, theft or
damage of jewelry or money, nor for more than $500 for the
loss, theft or damage of wearing apparel or personal belong-
ings, which are not deposited with him in either case for safe-
keeping. I have not been advised of any situation which makes
a limitation of this kind necessary, and I am accordingly veto-
ing this bill.

MARYLAND PENITENTIARY AND HOUSE OF

CORRECTION.

Senate Bill No. 253 (Chapter 681) requires an eight-hour
day for guards and deputy keepers at the Penitentiary and
