Now, therefore, to afford the citizens of Carroll County the
opportunity to express their desire in the premises: —
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Carroll County, for
the purpose of providing the funds necessary for the purchase
of land upon which to erect new public school buildings, and
for the improvement and repair of public school buildings, as
hereinafter specifically mentioned, are hereby authorized and
empowered to borrow money on the faith and credit of said
County and to issue and sell coupon bonds therefor to an
amount not to exceed Six Hundred Thousand ($600, 000. 00)
Dollars, in the denomination of One Thousand ($1, 000. 00) Dol-
lars, to bear interest at a rate not exceeding five (5) per centum
per annum, to be determined by said County Commissioners,
payable semi-annually on the first day of July and the first day
of January in every year until the maturity of each of said
bonds, coupons to be attached to said bonds for each of said
semi-annual interest payments, to be signed by the President
of the said The County Commissioners of Carroll County, the
said signature to be either written or printed thereon; the said
bonds also to be signed by said president and by the treasurer
of said county, and to have the corporate seal of said county
affixed thereto; and said loan and every part thereof and the
interest payable thereon shall be and remain exempt from all
State, County and municipal taxes.
SEC. 2. And be it further enacted, That of the said sum of
not exceeding Six Hundred Thousand ($600, 000. 00) Dollars, so
borrowed, the said The County Commissioners of Carroll Coun-
ty are hereby authorized and empowered to expend for the
erection and equipping of a new public school building in Union
Bridge, not exceeding the sum of Sixty Thousand ($60, 000. 00)
Dollars; for the erection of a new public school building, or far
the purchase of the buildings, grounds and equipment of Blue
Ridge College in New Windsor, whichever shall be determined
by the Board of Education of Carroll County to be the most
expedient and advantageous, not to exceed the sum of One Hun-
dred Thousand ($100, 000. 00) Dollars; for the erection and
equipment of a new public school building at Sykesville, not
exceeding the sum of Seventy-five Thousand ($75, 000. 00) Dol-
lars; for the erection and equipping of a new public school
building at Westminster, not exceeding the sum of Two Hun-
dred and Fifty Thousand ($250, 000. 00) Dollars; for the erec-
tion and equipping of a new public school building at Man-
chester, not exceeding the sum of Fifty Thousand ($50, 000. 00)
Dollars; for the erection and equipping of a new public school
building at Winfield, not exceeding the sum of Twenty-five
