SEC. 4. And be it further enacted, That the actual cash pro-
ceeds of the sale of said bonds shall be used exclusively for the
following purposes, to wit:

(1) For the payment of the cost of the engraving or printing of
said bonds and for the payment of the cost of advertising author,
ized by this Act, and all other incidental expenses connected
with the issuance of said bonds.

(2) The remainder of the proceeds of the sale of said bonds
shall be paid over to the Board of Education of Howard Coun-
ty and said Board of Education shall use, expend and apply
Sixty Thousand Dollars ($60, 000. 00) or so much thereof as
may be necessary for the purchase of a school site and the erec-
tion and equipment of a new school building at Elkridge; Sixty
Thousand Dollars ($60, 000. 00) or so much thereof as may be
necessary for the purchase of a school site and the erection and
equipment of a new school building at Savage; and Twenty
Thousand Dollars ($20, 000. 00) or so much thereof as may be
necessary for the purchase of a school site and the erection and
equipment of a new school building at Scaggsville.

SEC. 5. And be it further enacted, That the said Board of
Education of Howard County shall award the contracts for the
erection of said school buildings, provided for in this Act,
equipping the same with heating plants and lighting and water
fixtures, to the lowest responsible bidders therefor, respective-
ly, after the said Board shall have advertised for bids therefor,
provided, however, that said Board shall have the right to
reject any or all bids. Said Board of Education shall re-
quire the successful bidder or bidders to whom said contracts,
or any of them, are awarded, to make a contract in writing for
the faithful performance of his work, and said contractor or
contractors shall agree in said contracts to pay all laborers, em-
ployed by him or them, on said buildings, and for all mate-
rials used in the construction and equipping of the same, and
shall give bond, acceptable to said Board, for the faithful per-
formance of his contract, The said Board of Education is here-
by given full power and authority to employ an architect or
architects and to do all things in connection with the construc-
tion and equipping of said buildings as may be necessary.

SEC. 6. And be it further enacted, That the provisions of
this Act shall be construed as additional and supplementary
to, and not in substitution for, or in conflict with, any of the
provisions of the General Laws of this State relating to Public
Schools, and the power of the State Superintendent of Schools
in regard to plans, construction and erection of Public School
Buildings.
