the eggs of any wild bird, or have such nest or eggs, in his or
their possession, except as permitted by this sub-title,

27. It shall be unlawful for any person or persons or any
corporation acting as a common carrier, its officers, agents
or servants, to ship, carry, take or transport, either within
or beyond the confines of the State, any resident or migratory
wild non-game bird, except as permitted by this sub-title.

28. Sections 24-27 shall not apply to any person holding
a certificate giving the right to take birds, their nest or eggs
for strictly scientific purposes, as provided for in Section 29,
nor shall it prevent any householder from keeping any resi-
dent or migratory birds in cages as pets, provided they are
not kept for sale, barter or exchange, and that they shall not
be shipped beyond the confines of the State.

29. Certificates may be granted by the Game Warden to
any properly accredited person of the age of twenty-one years
or upwards, permitting the holder thereof to collect birds,
their nests or eggs, for strictly scientific purposes only. In
order to obtain such certificate the applicant for the same
must present to the Game Warden written testimonials from
two well-known ornithologists, certifying to the good character
and fitness of said applicant to be entrusted with such privi-
lege, and must pay to said officer One Dollar ($1. 00) to
defray the necessary expenses attending the granting of such
certificate, the balance to be paid to the State Game Protection
Fund. On proof that the holder of such certificate has cap-
tured, or killed any bird, or taken the nest or eggs of any bird
for other than scientific purposes, the certificate shall become
void.

(a) The certificates authorized by this Section shall expire
on the 31st day of December of the year issued, and shall
not be transferable.

29 1/2. Any person convicted before any Justice of the Peace
of this State for violating any of the provisions of this sub-
title shall be fined not less than Twenty-five dollars ($25. 00)
nor more than One Hundred Dollars ($100. 00) in the dis-
cretion of the Justice of the Peace and costs for each and
every offense.
