ers abutting the proposed improvements and chargeable with
the cost thereof, shall, within one week from said notice, file a
petition in writing with the Mayor and Town Council duly
signed by said majority of owners, requesting a different kind
of improvement, in which event, the Mayor and Town Council
shall forthwith adopt the improvement requested in said peti-
tion, and thereafter, as soon as practicable, begin, and with all
possible expedition, complete said proposed improvements.

SEC. 4. In all cases where the sidewalk, curb, gutter, road-
bed and street improvements proposed to be done, shall, ac-
cording to the estimated cost thereof, exceed the sum of Two

Hundred Dollars, the Mayor and Town Council shall do the

work by contract, and for such purpose shall invite bids or
proposals for said work by advertisement for two weeks in
some newspaper printed in Prince George's County, and by
posting a notice in five conspicuous places in said town, and
the Mayor and Town Council shall, in all cases, award the
contract for such work to the lowest responsible bidder there-
for, reserving at all times the right to reject any and all bids
received. All contractors shall give bond in such sum as the
Mayor and Town Council shall require, with sufficient sure-
ties, to be approved by them, for the faithful performance of
their contract.

SEC. 5. This Act shall not become effective unless and until
it shall be submitted to the qualified voters living within the
prescribed limits of said town of Edmonston, and accepted by
a majority of said voters at an election to be provided for by
the Mayor and Town Council, who shall have full power and
authority to appoint the judges and clerk of election and make
such arrangements and regulations as shall be necessary to
afford a referendum on the question, and conduct the election,
which shall be held on a date to be fixed by them after the
passage of this Act. The manner of submission of the ques-
tion to the voters shall be that on the ballots at such election
there shall be printed the words "For Improvements, " with a
blank square opposite at the right, and the words "Against
Improvements" with a blank square opposite at the right, and
all qualified voters desiring to vote for the provisions of this
Act shall place a cross mark (X) in the square opposite the
words "For Improvements, " and all qualified voters desiring
to vote against the provisions of this Act shall put a cross mark
