tance the motor vehicle travels; making it unlawful and
prescribing penalties for any person who hires, leases or
rents a motor vehicle to violate or break an agreement
not to permit another to operate or drive such motor ve-
hicle, and for any person who operates such motor vehicle
without the consent of the owner; providing that Justices of
the Peace with criminal jurisdiction in Baltimore City may
hear and determine all complaints of violations of this Act,
and giving a right of appeal to the Criminal Court of Balti-
more City.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That seven new sections be and the same are here-
by added to Article 27 of the Annotated Code of Maryland,
title "Crimes and Punishments, " the same to follow imme-
diately after Section 187 of said Article 27, to be known as
Sections 187-A, 187-B, 187-C, 187-D, 187-E, 187-F and
187-G, and to read as follows:
187-A. Any person who shall, with intent to defraud,
hire, lease or rent a motor vehicle, the hire or charge for
which is based either in whole or part on the distance such
motor vehicle travels while in the custody of the person
hiring, leasing or renting the same, knowing that the hub-
dometer or other mechanical device attached to such motor
vehicle, or any part thereof, for the purpose of registering
the distance such motor vehicle travels, does not correctly
register the distance such motor vehicle travels, or who shall
knowingly deceive any person who hires, leases or rents any
motor vehicle as to the distance such motor vehicle has trav-
eled during the period it was so hired, leased or rented, and
shall make a charge for the use of such motor vehicle based
wholly or in part upon the inaccurate distance, shall be
deemed guilty of a misdemeanor, and upon conviction, shall
be subject to a fine not exceeding Five Hundred ($500)
Dollars, or imprisonment for not more than six months, or
to both fine and imprisonment.
187-B. Any person who hires, leases or rents a motor
vehicle to any person to operate upon any public highway,
road or street, knowing that such person is under the influ-
ence of liquor or drugs shall be deemed guilty of a mis-
demeanor and upon conviction shall be subject to a fine of
not more than One Hundred ($100) Dollars, or imprison-
