any dog, six months old or over, shall apply either orally or in
writing, to the Dog Constable of the District appointed by the
County Commissioners, in which he or she resides, for a license
for each such dog owned or kept, and such application shall be
accompanied by a fee of one dollar ($1. 00) for each male dog or
each spayed female dog, and a fee of two dollars ($2. 00) for
each unspayed female dog. The said license or fee shall be
the only license or tax required for the ownership or keeping
of said dog or dogs. Such license shall be issued on a form pre-
pared and supplied by the County Commissioners. Such license
shall be dated and numbered, and shall contain a description of
the dog licenses. All licenses shall be void upon the first day of
July of the following year. The County Commissioners shall
also furnish and the Dog Constable for the said District issuing
the license, shall issue, with each license, a metal tag. Such
tag shall be affixed to a substantial collar. The collar shall be
furnished by the owner, and with the tag attached shall at all
times be kept on the dog for which the license is issued, except
when confined in the kennel or when hunting in charge of an
attendant. Each Dog Constable appointed by the County Com-
missioners shall enroll all dogs, and their owners or keepers, in
their respective Districts, and report the same to the County
Commissioners on or before July 15th of each year.

Whenever the Dog Constable shall find a dog without an
owner or keeper, it shall be his duty to kill said dog in the
presence of one witness, for which he is to receive fifty cents
from the County Commissioners for each dog killed.

It shall be the duty of the Dog Constables to report to the
County Commissioners at the end of each week the number of
licenses sold, and to whom.

91-A. The County Commissioners of Kent County shall
prepare, and furnish annually to the Dog Constables of each
District, metal tags to be given to the owners of dogs when such
owners shall pay the license fee for said dogs. Such tags shall
be of metal and shall have serial number corresponding with, the
number on the license issued to said owner, as provided in the
preceding section of this Act. Such tags shall also have im-
pressed thereon the calendar year for which such tag is issued,
and shall not be more than one inch in length, and shall be
equipped with a substantial metal fastening device. The gen-
eral shape of said tag shall be changed from year to year. If
any such tag is lost it shall be replaced by the Dog Constable.
