SEC. 69 A. The Mayor, Counselor and Aldermen of the City
of Annapolis shall have authority to pass ordinances providing
for the summoning of such persons as it shall deem nesessary
before that body or any of its committees and to compel their
testimony on such matters as shall relate to the business of the
City of Annapolis or in connection with any of its officials or
employees and to preserve order at the sessions of the said
Mayor, Counselor and Aldermen of the City of Annapolis or
any of its committees and to punish by fine any violation of
such ordinances as may be passed in pursuance of the author-
ity vested by this Section.

CHAPTER 321.

AN ACT to repeal and re-enact with amendments Sections two
hundred and forty-eight (248), two hundred and forty-nine
(249) and two hundred and fifty (250) of Article eight (8)
of the Public Local Laws of Maryland, title "Cecil County, ''
sub-title, "Port Deposit, " the same relating to holding elec-
tions in said town, described as qualification of voters and
fixing the number of commissioners for vacancies.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 248, 249, and 250 of Article 8 of "the Act of
Public Local Laws of Maryland, title, "Cecil County, " sub-
title, "Port Deposit, " be, and the same are hereby repealed
and re-enacted, with amendments, so as to read as follows:

248. The inhabitants of the said town, male and female, citi-
zens of the United States, being twenty-one years of age, who
shall have actually resided in said town for the period of six (6)
months and in the State of Maryland for a period of twelve
(12) months, next preceding the election, shall elect, by ballot,
on the last Monday in February, biennially, beginning in 1925,
and every two (2) years thereafter, at a place to be designated
by the corporation by a notice to be put up in at least five (5)
of the most public places in said town, at least twenty (20)
days before the day of the election, seven judicious and discreet
persons, citizens of the United States, who shall have resided
within the limits of said town for at least twelve (12) months
preceding the election, one of whom shall be elected as president
and six (6) shall be elected as commissioners; the president
and the said six (6) commissioners shall hold office for a period
