roads. He shall at least, once in each and every month go
over and carefully observe the condition of all the public roads
in Somerset County with a view to directing their proper re-
pair and reconstruction. He shall not work out or expend on
the roads or bridges of said County a greater sum in any one
fiscal year than the amount levied by the County Commissioners
for this purpose. He shall appear before the Commissioners at
their first meeting in each and every month and make a state-
ment to them of the work done and materials furnished and
money expended. He shall examine and certify to the correct-
ness of all bills and accounts for any work done or materials
furnished for any of the public roads or bridges in Somerset
County before the same shall be paid, and no payments shall be
made until such accounts have been certified by him. He shall
make annually in writing a detailed report of all work
done on and material furnished for the county roads and
bridges for the year, together with the names of all persons
working on said roads and bridges, and furnishing such mate-
rial, and the amount to which each person is entitled for such
work done and materials provided, and which he has certified as
correct, which report shall be made before the first day of July
for the year ending on the first day of March, and in making
such report he shall be furnished by the Board of County Com-
missioners, with the services of one of the Clerks or stenogra-
phers of said Board. Said county road superintendent shall not
be interested in the business of any person, firm or corporation
from which anything shall be purchased for the use of said roads
or bridges, or receive any commissions on any purchase so made.

235. It shall be the duty of the Chairman of the State Roads
Commission and Director of Public Works, whenever the office
of County Road Superintendent shall become vacant by death,
resignation, removal from office or from any other cause, imme-
diately to appoint some one to fill such vacancy in the manner
and with the same qualifications as prescribed in Section 228 of
this Article.

SEC. 2. And be it further enacted, That any law or laws,
or parts of any law or laws, heretofore enacted and affecting or
pertaining to the County Commissioners, their powers and du-
ties over roads and ditches in said Somerset County, be and the
same are hereby saved and shall remain in full effect and force,
except so far as the same or any of them may be repealed by or
may be inconsistent and in conflict with the provisions of this
Act.
