and including the year; 1941, at one-half (½) of one cent on
each one hundred dollars ($100) of assessable property, to be
collected according to law, to meet the interest on the amount
of said certificates outstanding and also to meet and redeem
so much of the principal in each of said years as will be repre-
sented by certificates redeemable in each year, respectively, as
herein specified in Section 2 of this Act.
SEC. 9. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preservation of
the public health and safety, and having been passed by a yea
and nay vote by three-fifths of all the members elected to each
of the two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 280.
AN ACT to authorize the creation of a State debt in the aggre-
gate amount of two million, four hundred and sixty thou-
sand dollars ($2, 460, 000), the proceeds thereof to be used
for certain necessary building, construction and equipment
purposes of the State, and for acquiring certain land, and
providing generally for the issue and sale of certificates of
indebtedness evidencing such loan; and providing also for
the transfer to certain of said purposes of the unexpended
sum of two hundred thousand dollars ($200, 000) provided
by the General Construction Loan of 1920 for reconstruct-
ing the State Tobacco Warehouses.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of Public Works is hereby authorized and
directed to issue a State loan, to be known as the "General
Construction Loan of 1924, " in the aggregate sum of two mil-
lion, four hundred and sixty thousand dollars ($2, 460, 000);
three hundred and seventy-eight thousand dollars ($378, 000)
of said loan shall be dated the 15th day of August, 1924; two
hundred and seventy-five thousand dollars ($275, 000) of said
loan shall be dated the 15th day of February, 1925; five hun-
dred and fifteen thousand dollars ($515, 000) of said loan shall
be dated the 15th day of August, 1925; four hundred and
seventy-two thousand dollars ($472, 000) of said loan shall be
dated the 15th day of February, 1926, and the remaining eight
hundred and twenty thousand dollars ($820, 000) of said loan
