SEC. 13. And be it further enacted, That the County Com-
missioners of the several counties of the State, and the Mayor
and City Council of Baltimore are hereby respectively directed
to levy State taxes for the year 1925 at three-eights (3/8) of
one cent on each one hundred dollars ($100) of assessable prop-
erty; for the year 1926 at seven-tenths (7/10) of one cent on
each one hundred dollars ($100) of assessable property; for the
year 1927 at one and nine-twentieths (1 9/20) cents on each one
hundred dollars ($100) of assessable property; for the year
1928 at one and seven-eighths (1 7/8) cents on each one hundred
dollars ($100) of assessable property; for the year 1929, and
annually thereafter, to and including the year 1941, two and
one-quarter (2¼) cents on each one hundred dollars ($100) of
assessable property, to be collected according to law, to meet
the interest on the amount of said certificates outstanding and
also to meet and redeem so much of the principal in each of
said years as will be represented by certificates redeemable in
each year, respectively, as herein specified in Section 2 of this
Act.

SEC. 14. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preservation of
the public health and safety, and having been passed by a yea
and nay vote by three-fifths of all the members elected to each of
the two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 278.

AN ACT to extend and continue in force the terms of the Act
of 1896, Chapter 264, entitled, "An Act to provide for the
appointment of commissioners for the promotion of uni-
formity of legislation in the United States'' as extended and
continued in force by the Act of 1900, Chapter 194; by the
Act of 1908, Chapter 407; by the Act of 1912. Chapter 593;
by the Act of 1916, Chapter 543, and by the Act of 1920,
Chapter 287, and to authorize the appointment and continu-
ance of commissioners thereunder.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the terms, force and effect of the Act of 1896, Chap-
ter 264, entitled "An Act to provide for the appointment of com-
missioners for the promotion of uniformity of legislation in the
