a copy of the results of the analysis or the examination of such
article, duly authenticated by the analyst or officer making such
examination, under the oath of such officer, and it shall be the
duty of the State's Attorney to whom the State Board of Health
shall report any violation of Sections 166 to 177, to cause appro-
priate proceedings to be commenced and prosecuted in the courts
of the State without delay for the enforcement of the penalties
as in such cases herein provided; after judgment of the court,
notice shall be given by publication in such manner as may be
prescribed by the rules and regulations aforesaid.

SEC. 2. And be it further enacted by the General Assembly
of Maryland, That this Act shall take effect on the 1st day of
June, 1924.

CHAPTER 277.

AN ACT to authorize the creation of a State debt in the aggre-
gate amount of four million five hundred thousand dollars
($4, 500. 000), the proceeds thereof to be used for the con-
struction of rural post roads and lateral roads, and the ex-
tension of the State Roads System of Maryland, with the
assistance of funds from the United States Government and
the several counties of the State, and for paving in Balti-
more City; providing generally for the issue and sale of
certificates of indebtedness evidencing such loan, and pro-
viding the means for the several counties to raise funds by
bond issues, special assessments or otherwise, to meet the
funds to be contributed by the State.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That, in order to provide for rural post roads and lateral
roads for the extension of the State Roads System of Mary-
land, and for paving in Baltimore City, a loan is hereby created
to be known as the "Lateral and Post Road Loan of 1924" to
the amount of four million five hundred thousand dollars ($4, -
500, 000). One million five hundred thousand dollars ($1, -
500, 000) of such loan shall be dated the 15th day of June, 1924;
one million five hundred thousand dollars ($1, 500, 000) of
said loan shall be dated the 15th day of June, 1925, and one
million five hundred thousand dollars ($1, 500, 000) of said
loan shall be dated the 15th day of June, 1926. Said loan shall
bear interest at a rate to be fixed by the Governor of the State,
