and shall have the power to regulate the speed at which the
cars or trains of any such railway shall pass through the town.

The Mayor and Common Council are empowered to acquire
by gift, grant, lease or purchase or by condemnation any or
all property, in their judgment, needed for parks, electric lights,
water system, promenades or streets whether said lands or prop-
erty are situated wholly or partly within the corporate limits of
Seat Pleasant, and for the purpose of carrying out any or all
the powers herein granted or implied and when and so often as
resort shall be had to condemnation proceedings the procedure
shall be as provided by the Laws of the State of Maryland.

The Mayor shall have authority to try all or any case arising
under this Charter, and an appeal shall lie to the Circuit Court
for Prince George's County, provided the appeal is taken within
ten days after rendering of judgment and provided the party
appealing shall enter into a good and sufficient bond for faithful
prosecution of the appeal. Any person or corporation or asso-
ciation to whom any benefits have been awarded, or against
whom any damages have been assessed, who shall feel aggrieved
by said decision, shall have the right of appeal to the Circuit.
Court for Prince George's County within ten days after the
decision has been made.

And be it further enacted, That the Mayor and Common Coun-
cil are hereby empowered to borrow money for the purpose of
public improvements in said town, in such suras as they may
deem proper in their discretion, not to exceed in the aggregate
the sum of Ten Thousand Dollars, such sum or sums of money
to be payable at such times as the said Mayor and Common
Council may agree upon with the lenders, subject to the limita-
tion hereinafter set forth, and to issue therefor bonds in sums of
not less than one hundred dollars, nor more than five hundred
dollars each; each bond to be signed by the said Mayor and
Common Council and countersigned by the clerk thereof, and
all of them to be issued at the option of the Common Council
and to bear rate of interest not to exceed six per centum per
annum. The interest on said bonds hereby authorized to bo
payable semi-annually on the first day of January and the first
day of July in each year, according to the terms of coupons to
be attached thereto, and the coupons thereon, when due. to be
receivable for municipal taxes due to the said town of Seat
Pleasant, the said Common Council to annually set aside as a
sinking fund a sum not less than twenty per cent of the munici-
pal taxes collected as such during each succeeding 'year, until
