"City of Baltimore, " to follow immediately after Section 9 of
said Article 4 (said Section 9 of Article 4 being part of the
Charter of Baltimore City, adopted by the voters of said City
at the November election of 1918), and to be designated as
Section 9A of said Article 4.
9A. The Board of Estimates, subject to the ratification and
approval by ordinance of the Mayor and City Council of Bal-
timore, is empowered to agree with any street railway com-
pany for the surrender of any of its franchises, easements or
rights-of-way, and in substitution for the franchise, easement
or right-of-way so surrendered to grant a new franchise, ease-
ment or right-of-way on any highway, street, avenue or road,
and which may be for the same duration as the franchise, ease-.
ment or right-of-way surrendered; and to provide, in appro-
priate eases, for a graduated park tax, as prescribed by Chap-
ter 566 of the Acts of the General Assembly of 1906.
SEC. 2. And be it further enacted, That this Act shall take
effect from and after June 1, 1924.

CHAPTER 232.
AN ACT to authorize, empower and direct the Commissioners
of Denton to improve Franklin (sometimes called Lowe)
Street, Second Street and Third Street and to assess the
owners of abutting property to pay part of the cost thereof;
and to provide for the balance of the cost of the construc-
tion thereof by borrowing upon the faith and credit of the
Town of Denton fifteen thousand dollars ($15, 000. 00) and
to issue coupon bonds therefor and to provide for the pay-
ment of the same by levying a tax annually upon the assess-
able property of the said town to pay interest thereon and
to repay the money so borrowed as the same shall fall due.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Commissioners of Denton, Caroline County,
Maryland, be and are hereby authorized and directed to im-
prove by grading and paving with concrete or other durable
material and constructing curbs and gutters on Franklin
(sometimes called Lowe) Street from its intersection with
First Street to its intersection with Fifth (Avenue) Street;
Second Street from its intersection with Market (sometimes
called Main) Street to its intersection with Fountain Avenue;
