installments of twelve, twenty-four and thirty-six months re-
spectively from the date of said assessment, said installments
to bear interest at a rate not to exceed six per centum per
annum, and any assessment or part thereof remaining due and
unpaid shall be enforced and collected by the Mayor and Com-
mon Council in the same manner as town taxes are collected,
provided the Mayor and Common Council shall give two weeks'
notice to the owners of all abutting property, by advertise-
ment, published at least once a week, in a newspaper published
in said town or by notices posted in at least three public places
in said town, which advertisement or posted notices shall
state the date on which such assessment shall be made and
warning all abutting owners to appear at the time and place
stated in said advertisement or notices, to show cause, if any
there be, why said assessment should not be made as proposed.
Any person aggrieved by the action of the Mayor and Common
Council of Mount Rainier shall have the right to appeal to
the Circuit Court for Prince George's County, Maryland, pro-
vided such appeal is taken within ten days next succeeding the
day of which said assessment is made.
SEC. 6. And be it further enacted, That the Mayor and
Common Council of Mount Rainier, Maryland, shall be re-
quired to consider the construction of sidewalks as provided
for herein, whenever five per centum of the property owners,
where property shall abut upon such sidewalks, shall petition
the said Mayor and Common Council to that effect, but the
Mayor and Common Council of Mount Rainier shall have the
discretion and final determination as to the construction of all
of said work, notwithstanding such petition.
SEC. 7. And be it further enacted, That the provisions of
this Act shall not become effective until the same shall be sub-
mitted to and approved by the qualified voters of the town of
Mount Rainier, Maryland, as hereinafter provided.
The date of said election shall be fixed by the Mayor and
Council of Mount Rainier, Maryland, and notice thereof shall
be given by advertisement in some newspaper published in
Prince George's County, once a week for two successive weeks
prior to said election, and also by posting notices of such elec-
tion at least two places within the limits of each ward in said
town.
The ballots shall be prepared as ballots are prepared for a
general town election and shall have printed thereon the words:
