provisions of this Act, shall have been completed along said
abutting property. The said costs and expenses as assessed
aforesaid shall be a lien upon the said abutting property and
interest shall be chargeable on said assessment from time same
is due and payable, and all assessments that are not paid when
due aforesaid, shall be collectible by an action at law, and to
assess and levy annually a tax not exceeding two dollars
($2. 00) each, for any dog or bitch belonging to or kept by any
of the inhabitants of said town, to be collected as other taxes,
and may compel the bailiff to kill any dog or bitch within the
limits of said town whose ostensible owner, or those exercising
control over the said dog or bitch shall fail or refuse the tax or
shall by any pretext try to evade the payment of the said tax
and they shall provide by ordinance suitable measures for en-
forcing the provisions for collecting said tax.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1924.

CHAPTER 168.

AN ACT to repeal Sections 2. 3, 4, 5, 7, 19 and 24 of Chapter
245 of the Acts of 1922, title "An Act to create certain
sanitary districts within Anne Arundel County, " and re-
enact same with amendments.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 2, 3, 4, 5, 7, 19 and 24 of Chapter 245 of
the Acts of 1922, title "An Act to create certain sanitary dis-
tricts within Anne Arundel County, " be and the same are
hereby repealed and re-enacted with amendments so as to read
as follows:

Section 2. And be it further enacted, That for the purpose
of carrying out the provisions of the Act, the said sanitary dis-
trict shall be under the jurisdiction of a commission of three
persons, who shall be resident taxpayers of Anne Arundel
County, and qualified voters thereof; one of said commission-
ers shall be a resident of the Glen Burnie sanitary district, and
one shall be a resident of the Linthicum Sanitary District.
The term of each of the three members shall be three years, or
until their successors are appointed and have qualified. The
three members now constituting the commission shall hold
office until the expiration of the term for which they were ap-
