By and with the consent of the Council, the Mayor shall
appoint and employ all agents, servants and employees not
otherwise provided for by law. who may be required for the
purpose of said corporation, annually; and shall, by and with
the consent of the Council, fix the compensation for said
officers. He shall have the power to remove any officers
so appointed by him, for cause; he shall have general supervi-
sion of the town, to preside at all sessions of the Council and
have a casting vote; see that the ordinances are enforced, and
from time to time report to the Council such matters as in his
judgment require their attention; lie shall have power to ad-
minister oaths and to certify the same in all matters pertaining
to said corporation, and for the purpose of hearing and deter-
mining all cases to which the corporation may be a party, he is
hereby clothed with all the powers of a justice of the peace,
except as to civil cases; he may pass sentence and impose fines
for all violations of the ordinances of said corporation, or may
imprison, or may both fine and imprison offenders against said
ordinances, and to carry out his said powers he is thereby vested
with the authority to issue subpoenas for witnesses, and compel
their attendance by fine for contempt, and shall have the power
to include in his lines for the violation of ordinances, the
usual costs, which are allowed to the justice of the peace and
to witnesses and to the bailiff for serving the process, such as
are allowed constables, under the laws of this State; provided
that no ordinance shall be passed imposing a fine of less than
one dollar nor more than 75 dollars, nor for a term of imprison-
ment exceeding thirty days; and provided, also, that all fines
imposed and collected shall be paid into treasury of the town.
No order or resolution for the payment of money out of the
town treasury shall be valid without his approval in writing.
During his term he shall hold no other corporation office, nor
shall he be interested in any contract in which the corporation
is a party; he shall receive the sum of twenty-five dollars per
year for his official services, payable annually. Before entering
upon the duties he shall take and subscribe before the retiring
Mayor or any justice of the peace in Allegany County, the
oath prescribed in Section 6 of Article 1 of the Constitution of
Maryland. Annually, on the first Monday in April, he shall
report in writing to the Council the receipts and disbursements
of the town and the sums due to and owing by said town, if any
be due, and make such recommendations as he thinks proper;
which report shall be printed in some newspaper printed in
Allegany County, for the information of the voters of the
corporation.
