the same day in every year thereafter at such place as shall
be designated by the judges of the election between the hours
of one o'clock and seven o'clock P. M. elect by ballot one person
each to be Clerk and Secretary of the Board of Health, and
on the second Monday in May, the said voters shall elect
in the same manner three persons to be members of the
Council for two Years, who, with the three already elected,

and in office for two years, shall constitute the six members of
the Council, and annually thereafter on the second Monday in
May the said voter shall elect three persons to be members of
the Council for two years; and all persons elected by the peo-
ple shall hold their office until their successors have been
elected and qualified; provided that at the election to be held
in May, 1906, four persons shall be elected to the Council,
three to act for two years and one for one year only. And for
the purpose of stimulating interest in the government of said
town and in order to maintain candidates, for the various
offices, the Mayor and Councilmen shall hold a public meeting
not less than twenty days and not more than thirty days be-
fore the time for a general election for the officers of said
town. Notice of which said meeting shall be published by
handbills or in a newspaper of Allegany County not less than
once a week prior to said meeting, giving notice of the time,
place and purpose of said meeting aforementioned. The said
meeting shall be called and held by the Mayor and Council,
and nominations shall then be in order for officers for the en-
suing year. If more than two men shall be nominated for
Mayor at said meeting, a vote shall then be taken of the per-
sons present and entitled to vote in the city, and the two per-
sons receiving the highest number of votes at said meeting
shall be declared to be the official candidates for Mayor, and
their names shall be placed upon the official ballots at the next
regular town election, and the one receiving the highest num-
ber of votes at the next regular town election shall be declared
entitled to the office of Mayor of said town.

Nominations shall then be received for the offices of Coun-
cilmen, and if more than six names are nominated then a vote
shall be taken for Councilmen in the same manner as for the
Mayor and the six receiving1 the highest number of votes shall
be entitled to have their names placed upon the official ballots
at the next town election, and the three receiving the majority
of the votes cast at the next town election shall be declared to
be entitled to sit as members of said council. If less than six
are nominated at said meeting then such number shall be en-
