SEC. 4. And be it further enacted, That said building Com-
mittee shall procure and adopt plans and specifications for the
construction of said school building of brick, or other durable
material to be selected by the Committee, and they shall invite
sealed proposals by advertisement, to be inserted in at least two
newspapers published in Caroline County and by such other
advertisement as they shall deem proper, for the construction
and completion of said work, which proposals shall be in sealed
envelopes, in care of the school Treasurer of Caroline County,
addressed to said Committee, and shall be publicly opened on
the day and hour named in said advertisement; said proposals
shall set forth the amount of money for which parties proposing
will construct and complete the building, including heating ap-
paratus, lighting, ventilation, equipment and all other things
necessary to make the said building complete for school occu-
pancy, including water, sewers, and the proper improvement
of the grounds, according to the specifications and at the
time or times at which payments thereof shall be made, and the
time when said building shall be completed; and the said build-
ing Committee shall award the contract to the lowest responsible
bidder giving satisfactory bond to the State of Maryland, in
such penalty as said Committee shall determine, conditioned for
the faithful performance of the contract entered into, and which
said bond shall be liable to suit by the Board of Education of
Caroline County for the violation of its conditions: reserving
to the said Committee the right to reject any and all bids.

SEC. 5. And be it further enacted, That the said building
Committee are hereby authorized, in their discretion, to em-
ploy a skillful and competent architect, under whose control
and supervision as to material and workmanship such work
shall be done.

SEC. 6. And be it further enacted, That the said building
Committee upon entering into any contract, as mentioned in
Section 4 of this Act, they shall forthwith make a report to
the Board of Education of Caroline County, fully setting forth
the terms and character of said contract, and the debts in-
curred thereby, which said report shall be entered upon the
records of the said Board of Education of Caroline County.

SEC. 7. And be it further enacted, That the money arising
from the sale of the Bonds aforesaid shall be paid to the Treas-
urer of the local Board of Education of Caroline County, and the
funds so realized from said Bonds shall be applied to the pur-
poses set forth in this Act, and to no other purpose whatsoever,
