the Chesapeake Bay and its tributaries have been polluted by
waste material being dumped into the said waters by such
ships, and the said pollution destroys fish, crabs and wild
fowl, and creates a dangerous fire hazard in the harbors.
Therefore,

Be it resolved by the General Assembly of Maryland, That
the Congress of the United States be and it is hereby requested
to enact suitable legislation to prevent the pollution of navi-
gable waters situated within and adjacent to the State of Mary-
land, and to provide reasonable penalties for such pollution;
and

Be it further resolved, That a copy of this resolution be for-
warded to the President of the United States Senate, the
Speaker of the United States House of Representatives and
to each of the members of Congress from the State of Mary-
land.

NO. 25.

JOINT RESOLUTION petitioning the President and Congress of
the United States for relief of those engaged in agriculture,
by arranging credits to European nations and providing for
payment of same.

WHEREAS, The production of farm produce in the United
States is in excess of consumption; and

WHEREAS, The farmers of the United States are unable to
sell their crops at a profit, resulting in serious economic loss;
and

WHEREAS, Owing to their financial condition, it is impera-
tive that relief be afforded to those engaged in agriculture in
the United States; and

WHEREAS, Millions of people are unemployed and on the
verge of starvation in Germany and other European coun-
tries; and

WHEREAS, Millions in European countries are fed by Gov-
ernment doles and charity, thereby destroying ambition and
self-respect; and

WHEREAS, The aforesaid nations and people are urgently in
need of food to sustain them and raw materials that they may
