for the construction of said addition or for heating equipment
for same, or for both, shall state the amount for which the
bidder proposes to do the work and security shall be taken
by the Building Committee for the use of the County Com-
missioners, and in their name from the party or parties con-
tracting as a security for the faithful performance of such
contract or contracts as may be entered into, and such con-
tract or contracts shall be awarded to the lowest responsible
bidder or bidders.

SEC. 3. And be it further enacted, That for the purpose of
paying for said addition to said Court House and heating
equipment for the same when completed, the said County
Commissioners are hereby authorized and empowered to bor-
row on the credit of said county an amount not exceeding
sixty thousand dollars ($60, 000. 00), and to issue coupon bonds
therefor in the sums of one thousand dollars each, to be signed
by the President of said Board of County Commissioners and
its Clerk and sealed with the seal of the office, dated the first
day of July, 1924, bearing interest at a rate not exceeding five
per cent, per annum, payable semi-annually; the said bonds
shall be so issued that $2000 shall become due and payable
on July 1, 1925, and $2000 on July 1 each year thereafter.

until all of said bonds shall mature and be paid. Said bonds
shall be sold by said County Commissioners for the best price
obtainable after due advertisement, provided they are not sold
for less than par.

SEC. 4. And be it further enacted, That said Building
Committee shall report to the County Commissioners the prog-
ress of the work and the sum or sums of money needed, and
from the fund realized from the sale of said bonds the costs
of such addition and heating equipment shall be paid by said
County Commissioners in accordance with the contract herein
authorized upon the approval of said Committee.

SEC. 5. And be it further enacted, That the County Com-
missioners be and they are hereby authorized to levy annually
upon the assessable property of Prince George's County a
sum sufficient to pay the interest on said bonds and for the
payment of the said bonds as they mature and become pay-
able.

SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
