1426 LAWS OF MARYLAND. [CH. 565

SEC. 7. And be it enacted, That the said the Commis-
sioners of Hurlock is hereby authorized and directed, when-
ever said bonds shall be sold, to cause to be levied upon and
collected from taxable property of the Town of Hurlock, in
addition to the tax now authorized by law, an additional tax
annually, sufficient to pay the said bonds and interest as the
said bonds and interest may severally mature as herein pro-
vided; and the said special tax or levy shall be a lien upon the
taxable property of the said town upon which it is so levied
in the same manner and to the same extent as other taxes
levied for the use of the said town, and shall be collectible
and collected in the same manner as other taxes levied for the
use of the said town; and when collected the special tax shall
be applied as hereinbefore provided to the payment of the said
bonds as they severally mature, and the interest thereon semi-
annually when and as hereinbefore provided, which said bonds
and coupons when issued as herein provided shall be non-
contestible for any cause whatsoever and shall be exempt from
all taxes, county and municipal, levied in Dorchester County.

SEC. 8. And be it enacted, That all expenses connected with
the execution of this Act, such as the costs of advertising, the
printing of bonds, the purchase of books and stationery, the
employment of counsel, if such may be needed, and other neces-
sary and incidental expenses, shall be paid out of the proceeds
of the sale of the bonds hereby authorized.

SEC. 9. And be it enacted, That the said Commissioners of
Hurlock is hereby authorized and empowered to make all con-
tracts for such work on the part of the said town as may be
necessary. Such contracts shall be in writing and shall bear
the signature of the Chairman of the Commissioners of Hur-
lock, attested by its Clerk. In carrying out the objects of
this Act the Commissioners of Hurlock may call to its assist-
ance an engineer skilled in such matters, and may make such
agreement in regard to the compensation and duties of such
engineer as may be necessary. All contracts and agreements
connected with the purchase of said sewage system and dis-
posal plant and all accounts of receipts arising from the sale
of the bonds authorized by this Act and the disbursements of
all money shall be kept entirely separate from all other ac-
counts of said town.
