The said Commission is then authorized and directed with
the remainder of said proceeds to first complete the heating
and equipment of the City Hall of said City of Havre de
Grace, and next to extend the sewerage system of said city,
and with any amount then remaining to reconstruct the streets,
lanes and alleys, of said city, by such methods as such Com-
mission may from time to time determine.
SEC. 6. And be it further enacted, That the said Municipal
Improvement Commission shall at all times keep the money
assets derived from sale of said bonds equally distributed in
the First National Bank, The Citizens National Bank, and
the Havre de Grace Bank and Trust Company, to the credit
of said Commission, at the highest rate of interest obtainable,
which shall be subject to the check of said Commission, to be
signed by said treasurer and countersigned by the chairman
thereof, and the said Commission, in order to accomplish the
purpose or purposes for which it is created, is hereby vested
with all the power necessary to carry out the same, including
the employment of engineers, clerks, mechanics and laborers,
and to do such other things or acts as may be necessary for
the proper carrying on of all purposes herein mentioned; or
the said Commission in their discretion may make a contract
or contracts for the accomplishment of the work aforesaid.
The said Commission or their successors shall annually, on or
before the first day of May in each year during their continu-
ance, render a statement of their expenditures, together with
a full account of their proceedings, to the Mayor and City
Council of the City of Havre de Grace.
SEC 7. And be it further enacted, That should any vacancy
or vacancies occur in the membership of said Commission by
death, resignation or otherwise, a majority of the members
thereof shall have full power to fill such vacancy or vacancies;
provided, however, that the person or persons selected shall be
registered voters or taxpayers of said city; and the said Com-
mission is hereby directed to keep full and accurate minutes
of its proceedings which shall be open to the public for their
inspection on such reasonable terms as said Commission may
prescribe.
SEC. 8. And be it further enacted, That all officers pro-
vided for, or needed in this Act constituting said Commission,
shall continue to hold, exercise and discharge duties of their
respective offices, until they shall be superseded under the
