1410 LAWS OF MARYLAND. [CH. 557

Council of the City of Havre de Grace, shall be submitted
to the registered and qualified voters of said city at the
Municipal election held in May, 1924, or if advisable on or at
a special election called thereafter for this purpose, at which
time there shall be printed on each ballot the words, "For
Municipal Improvement Bonds and the naming of a Municipal
Improvement Commission7' and "Against Municipal Improve-
ment Bonds and the naming of the Municipal Improvement
Commission. " The same to be printed on the ballots so as to
give the voters an opportunity to designate by a cross in a
square or box opposite the above-mentioned words the voter's
answer to said proposition. If a majority of those voting on
the question at said election shall be in favor of issuing the
above-mentioned bonds and appointing said Commission, then
this Act shall immediately become effective, but if a majority
of those voting on the question shall be against the issuance
of said bonds and the appointing of said Commission, then this
Act shall be of no effect.

SEC. 5. And be it further enacted, That there is here-
with created a commission to be known as the Municipal Im-
provement Commission, which shall consist of the following
persons: T. Milton Carroll, Joseph C. Parker, J. Lawson
Gilbert, Joseph Good and William A. Leffler, and said persons
are herein appointed and constituted the Municipal Improve-
ment Commission for the purposes mentioned in this Act, and
in addition thereto the then Mayor and City Attorney of said
city, and their successors, at the expiration of the term of the
then Mayor and City Attorney, shall in addition to said mem-
bers above-mentioned be members ex-officio of said Municipal
Improvement Commission, and said Commission shall, in the
event a majority of those voting at the municipal election shall
approve said loan, within thirty days thereafter organize by
the election of a chairman, secretary and treasurer, and shall
require said treasurer to give bond in the penalty of $10, 000
to the Mayor and City Council of the City of Havre de Grace,
for the faithful performance of his duties as such treasurer,
and the said Commission, or a majority thereof, is hereby
authorized, directed and required to then take jurisdiction of
the proceeds of said bond issue hereinbefore authorized, and
from the money so placed to the credit of said Commission,
they shall first pay off and extinguish the entire floating debt
of said city, and turn over to the Mayor and City Council all
evidence of indebtedness so paid.
