of said votes are against incorporation, it shall be null and
void.
SEC. 18. In the event that this charter is adopted by the
citizens of said Berwyn Heights under the provisions of the
referendum above set forth, then the same committee who con-
ducted the said referedum election with the same powers of
filling vacancies thereon shall on the 15th day of May. 1924,
hold another election for the five commissioners provided for
herein in the manner and form prescribed herein for general
elections, except that the said committee shall canvass the
votes cast and publicly announce the result thereof. The five
persons having the largest number of votes shall be declared
by said committee as the first Board of Commissioners for said
Town of Berwyn Heights, and upon their taking the oath here-
in prescribed shall become the Board of Commissioners for
said town.

CHAPTER 529.
AN ACT to validate the bond issue of forty-five hundred dol-
lars issued by the County Commissioners of Montgomery
County by virtue of a resolution passed by said County Com-
missioners on the 28th day of August, 1922, under the au-
thority of Chapter 169 of the Arts of 1922, and to levy such
additional tax upon the assessable property of the village of
Alta Vista each year as may be necessary to pay the interest
and principal on said bond issue, as the County Commission-
ers may in their discretion and judgment direct, in conform-
ity with the resolution of the Board of County Commission-
ers passed on August 28, 1922.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the resolution of the Board of County Commission-
ers of Montgomery County, passed on the 28th day of August,
in the year nineteen hundred and twenty-two, whereby an issue
of bonds in the sum of forty-five hundred dollars for the pur-
pose of improving; certain streets within the village of Alta
Vista was made for the purpose of improving certain streets
within the village of Alta Vista be and the same is hereby
validated and made a subsisting obligation of the County Com-
missioners of Montgomery County, and all irregularities and
