intent hereof to confer upon the Mayor and Council of Salis-
bury the power to complete that part of the water and sewer
systems of the City of Salisbury, authorized under this Act,
that shall not have been completed by the said Commission
during the four years of its existence, and the power to main-
tain, repair and operate the same.

SEC. 17. And be it further enacted, That whenever the
term "Commission" is used in this Act it shall be construed as
referring to "The Salisbury Water and Sewer Commission, "
created under 'Section 2 hereof.

SEC. 18. And be it further enacted, That every act or
omission designated as a misdemeanor in this Act, unless other-
wise provided, shall be punishable upon conviction before any
justice of the peace or in the Circuit Court of the county with-
in which such offense is committed, by a fine not exceeding
one hundred dollars or imprisonment for thirty days in the
county jail, or both, in the discretion of the court or justice,
reserving, nevertheless, unto the party aggrieved the right of
appeal as is now provided under the general laws of the State.
Where such act or omission is of a continuing nature and is
persisted in in violation of the provisions of this Act, or of any
rules or regulations formulated hereunder, a conviction for one
offense shall not be a bar to a conviction for a continuation of
such offense subsequent to the first or any succeeding convic-
tion.

SEC. 19. And be it further enacted, That at a special elec-
tion to be held on June 17, 1924, to be called and held as now
provided by the charter of Salisbury for general municipal
elections, there shall be submitted to the qualified voters of the
City of Salisbury the question whether bonds shall be issued
for said water and sewerage systems in Salisbury, and at such
election the ballots cast upon such question shall have the words
"For Bond Issue for Water and Sewer Systems, " and "Against
Bond Issue for Water and Sewer Systems, " thereon, and if a
majority of the votes cast upon such question shall be "For
Bond Issue for Water and Sewer Systems, " then the Commis-
sion shall proceed to execute the power vested in it by this Act,
but if a majority of the votes cast shall be "Against Bond Issue
for Water and Sewer Systems, " then this Act shall be of no
effect, provided, however, that the same question shall be voted
upon in the same manner at any succeeding general municipal
election at which the Mayor and Council of Salisbury may, in
