duties heretofore defined is specifically enjoined, and any fail-
ure upon the part of any person, persons, body corporate or
agent to perform the necessary acts and duties heretofore set
forth, to pay over the said funds as required, or to use said
funds or any part thereof for any other purpose than for the
payment of the principal and interest on said bonds, is hereby
declared a misdemeanor and punishable as other misdemeanors
are punishable by Section 18 of this Act,

SEC. 15. And be it further enacted, That for the pur-
pose of providing funds for maintaining, repairing and oper-
ating its water supply, sewerage and drainage systems, in-
cluding overhead expense and proper depreciation allowance,
said Commission shall be empowered and directed to make
such service rates as it may deem necessary, chargeable against
all properties having a connection with any water pipe under
its ownership. Said rates shall bo uniform throughout the
City of Salisbury, but subject to change from time to time as
necessary. Bills for the amount of the charges shall be sent
quarterly or semi-annually, as the Commission may determine,
to each property served, and shall be thereupon payable at the
office of the Commission; and if any bill shall remain unpaid
after thirty days from date of sending, the Commission shall,
after written notice, turn off the water from the property in
question, and it shall not be turned on again until said bill
shall have been paid. If any bill shall remain unpaid for
sixty days after having been sent out by the Commission, it
shall be collectible by the Commission against the owner of the
property served in the same manner as other debts are col-
lectible in Wicomico County. Any deficiency arising from
the operation of the said systems during the first year of the
operation thereof by the Commission shall be paid out of the
proceeds of the sale of the bonds.

SEC. 16. And be it further enacted, That, after the expira-
tion of four years from the date of the ratification of this Act
by the qualified voters of the City of Salisbury, at which time
the Commission appointed hereunder shall be discharged and
cease to function, all the duties imposed upon the said Com-
mission by any of the provisions of this Act shall devolve
upon and be discharged by the Mayor and Council of Salis-
bury, and at the same time all the powers conferred upon said
Commission by this Act shall likewise pass to and be exercised
by the said the Mayor and Council of Salisbury, it being; the
