Annapolis, and if a satisfactory bid is received, said bonds shall
be sold to the highest bidder; if, in the opinion of the Mayor,
Counselor and Aldermen of the City of Annapolis, no satisfac-
tory bid is received, or there is any other reason in the opinion
of said Mayor, Counselor and Aldermen, why such bond
should not be sold to any bidder, the Mayor, Counselor and
Aldermen of the City of Annapolis may reject any or all bids
and re-advertise said bonds for sale, fixing the interest on said
bonds, not to exceed five and one-half per centum per annum,
as they shall deem advisable.
SEC. 3. And be it enacted, That upon the issuance of said
bonds, the money received therefrom shall be placed in a fund
and used by the Mayor, Counselor and Aldermen of Annapolis
for the purpose of paying debts or covering expenditures for
the purposes set out in this Act, and any unexpended balance
may be placed in the general fund of said City of Annapolis
or used for such public improvements in said City as may be
determined by the Mayor, Counselor and Aldermen of the City
of Annapolis.
SEC. 4. And be it enacted, That if the bonds herein provided
are sold in accordance with the provisions of this Act, the May-
or, Counselor and Aldermen of the City of Annapolis shall levy
each and every year before all of such bonds shall have matured
and been paid with interest, a sum sufficient to pay the inter-
est on such bonds and to pay the principal of such bonds as
may become due in any year, and the amounts so indicated
shall be included in the general levy of the Mayor, Counselor
and Aldermen of the City of Annapolis.
SEC. 5. And be it enacted, That all Acts or parts of
Acts inconsistent with this Act, be, and are hereby, repealed
to the extent of such inconsistency.
SEC. 6. And be it further enacted, That this is an emergency
law, necessary for the health and safety of the citizens of Ann-
apolis, and, three-fifths of the members of the General Assem-
bly concurring therein, shall take effect from the date of its
passage.
