cil of Salisbury, acting by and through the agency of the said
Commission, may enter and take possession of the property so
condemned, upon first paying to the Clerk of the Circuit Court
for Wicomico County the amount of said award and all costs
taxed to date, notwithstanding any appeal or further proceed-
ings upon the part of the defendant; at the time of said pay-
ment, however, it shall give its corporate undertaking to abide
by and fulfill any judgment on such appeal or further proceed-
ings.

SEC. 4. And be it further enacted, That as soon after organ-
ization as possible and from time to time thereafter, the Com-
mission shall cause surveys, studies, plans, specifications and
estimates to be made for water supply, sewerage and storm
water drainage systems in all those parts of the City of Salis-
bury in which there is, in its judgment, a need for water
supply, sewerage or drainage. Whenever plans shall have been
completed for a water supply, sewerage or storm water drain-
age system, or any part thereof, in any part of the City of
Salisbury, and the Commission shall have decided, after an
opportunity for a hearing has been given, to proceed with the
construction thereof, it shall advertise by notice in such news-
paper or technical press as it may deem proper for bids for
the construction of said system or systems, in part or as a
whole, as in its judgment may appear advisable. The con-
tract shall be let to the lowest responsible bidder, or the Com-
mission may reject any and all bids, and, if in its discretion the
prices quoted are unreasonable, it may readvertise the work, or
any part of it, or may do any part or all of the work by day
labor; provided, that at any time, the Commission may, in its
discretion, expend by day labor for construction work an
amount not exceeding one thousand dollars without advertising
or receiving bids. The Commission may, however, purchase
the necessary pipe, fire hydrants, valves, specials, tanks, pumps,
motors, engines or such like equipment if, in its discretion, it
deems it advisable and may advertise as aforesaid for bids
for the construction, alteration and extension of any other units
in part or as a whole, using said equipment, as in its judgment
may be deemed advisable. All such contracts may be protected
by such bonds, penalties and conditions as the Commission
shall require, all of which shall be enforceable in any Court
having jurisdiction.

SEC. 5. And be it further enacted, That the Commission
shall provide for each and every property abutting upon a street
