hereby expressly provided that said treasurer, if he deem such
course advisable, may proceed to collect any and all taxes due
upon any personal property by suit, in the name of the County
Commissioners of Charles County, before any justice of the
peace in and for said county. And out of the proceeds of sale
of personal property the treasurer shall pay all costs and ex-
pense incident to such sale, and the taxes in arrears thereon
and interest, and the surplus, if any, he shall pay over to such
delinquent taxpayer. And any sale or sales of personal prop-
erty made under the provisions of this section shall be reported
by the treasurer to the Circuit Court of Charles County, in the
same way that a sheriff's sale is reported, within thirty days
from said sale showing to whom, and at what price, the articles
of personal property were respectively sold, the amount of
taxes and of interest accrued and costs of said sale.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1. 1924.

CHAPTER 482.

AN ACT to repeal Section 308 of Article 13 of the Public Local
Laws of Maryland, title "Harford County, " sub-title "Havre
de Grace, " as enacted in Chapter 464 of the Acts of 1920.
and to re-enact the same, with amendments, so as to read as
follows:

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 308 of Article 13 of the Public Local Laws
of Maryland, title "Harford County, '' sub-title ''Havre de
Grace, " as enacted in Chapter 464 of the Acts of 1920, be and
the same is hereby repealed and re-enacted, with amendments,
so as to read as follows:

Section 308. And be it further enacted, The Mayor and
City Council shall have power to pass all such ordinances,
directly or impliedly, authorized by this sub-title and not con-
trary to the Constitution and laws of this State, as they may
deem necessary for the good government of the city. They
may pass ordinances to prevent, remove and abate all nuisances
and obstructions on or from the streets, lanes, alleys, drains
or water courses, or on or from any lot with in the limits of
the city, to remove or pause to be removed any houses or other
