CHAPTER 62.

AN ACT to repeal Section 3 of Article 75 of Bagby's Annotated
Code of Maryland, titled "Pleadings, Practice and Process
at Law, " sub-title "Pleadings, " and to re-enact the same
with amendments.

CHAPTER 63.

AN ACT to authorize and empower the Mayor and City Council
of the town of Friendsville, in Garrett County, to improve
the roads in said town, to issue and sell for that purpose
bonds of the said town in an amount not to exceed fifteen
thousand dollars ($15, 000. ), to provide for an assessment of
the property abutting on the said roads in order to pay for
part of the cost of the improvement thereof, and to refer
such questions to the qualified voters of said town.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and City Council of Friendsville, Garrett
County, be and they are hereby authorized and empowered to
improve the roads of the said town by hard-surfacing the same
in a manner to be determined by them.

SEC. 2. And be it further enacted, That for the purpose of
paying for said work the said Mayor and City Council are here-
by authorized and empowered to borrow on the faith and credit
of the said town of Friendsville the sum of fifteen thousand dol-
lars ($15, 000. 00) or so much thereof as may, in their judgment,
be necessary for the said work, and to issue bonds therefor, with
or without coupons, and in such denomination or denominations
and bearing interest, payable semi-annually, at such a
rate not exceeding six per centum per annum as the Mayor and
City Council shall determine.

SEC. 3. And be it further enacted, That the bonds issued un-
der authority of this Act shall be dated from the date of
their issue and they must be issued under the seal of the said
town, signed by the Mayor and countersigned by the Town
Treasurer.

SEC. 4. And be it further enacted, That the bonds hereby
authorized to be issued may be issued under what is known as
the serial annuity plan, the details of the application of the
