WHEREAS, It is always the purpose and intent of the State
of Maryland to deal fairly and honorably with its citizens, and
to see that justice is subserved; now, therefore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Comptroller of the State of Maryland be and
he is hereby authorized, empowered, ordered, and directed to
refund to the owners of hiring cars coming under Class F of
the Automobile Law. which are propelled by gasoline and
equipped with pneumatic tires, the difference between thirty-
two cents and one dollar and twenty cents paid by them to the
Commissioner of Motor Vehicles for registration cards and
tasrs for the year 1924, said money to be taken out of and
charged against the funds in his hands received or to be re-
ceived by him from the Commissioner of Motor Vehicles from
the registration of motor vehicles.

SEC. 2. And be it further enacted, That the Commissioner
of Motor Vehicles forthwith furnish to the said Comptroller,
full and complete information as to the names and addresses of
all owners of hiring cars propelled by gasoline and equipped
with pneumatic tires from whom he collected for the year
1924 one dollar and twenty cents per horse power for the regis-
tration of their respective motor vehicles propelled by gasoline
and equipped with pneumatic tires, the amount collected for
each of said motor vehicles at one dollar and twenty cents per
horse power and the amount that should have been collected at
the rate of thirty-two cents per horse power.

SEC. 3. And be it further enacted, That this Act shall go
into effect on June 1, 1924.

CHAPTER 480.

AN ACT to incorporate the town of Colmar Manor, in Prince
George's County, Maryland, to provide for the government
thereof, and to provide for the submission of this question
to the qualified voters of said town for their adoption or

rejection.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the citizens of the town of Colmar Manor, as here-
inafter defined, are a body corporate by the name of the Mayor
and Town Council of Colmar Manor, Maryland, and by that
