residing in said village of Monumental and owning such tax-
able real or personal property in said village shall, prior to
each annual levy, petition the said County Commissioners
thereby asking that special levy be made, and in said petition
mentioning the amount desired to be especially levied, pro-
vided the same shall not exceed the sum of twenty cents on
each one hundred dollars of assessable property as aforesaid;
provided, however, that all taxes collected under the pro-
visions of this Act and turned over to the treasurer of the said
Monumental Improvement Association of Baltimore County
shall be used exclusively by said Improvement Association for
the betterment of the roads, sidewalk, drainage, sanitary con-
ditions and other improvements within the area as provided
for in Section 2 of this Act.

SEC. 2. And be it further enacted, That for the purposes of
this Act the metes and bounds of the village of Monumental
shall be deemed and taken to be as follows:

Beginning for the same on the west side of Hammond
Ferry Road at a point one hundred and seven feet, more or
less, northerly from Monumental Road at a point in a di-
vision line between the properties of R. Krausz and C. Haber-
korn; thence westerly on said division line three hundred and
ninety-three feet to the easternmost line of B. Bordenski's

land; thence northerly along the easternmost line of Bor-
denski's land three hundred and seventeen feet to the south-
ernmost line of C. W. Hull's property; thence westerly on
Hull's line two hundred and nine feet to George Emerick's
easternmost line; thence northerly on Emerick's easternmost
line one hundred and fifty feet to the B. & O. R. R.; thence
westerly along the B. & O. R. R. twenty-two hundred and
seventy-six feet to the division line between P. Buckingham
and the property known as B. & O. farm; thence southerly
on said division line seven hundred and seven feet, more or
less, to the northern line of F. Kaiss' farm; thence easterly
and northerly twenty-two hundred and thirty-three feet, and
easterly four hundred and eighty-four feet along the boundary
of said Kaiss farm to the westernmost line of Pitzenger's lot;
thence northerly five hundred and thirty feet along the west-
ernmost line of Pitzinger and J. R. Grave's and H. D. House-
ly's lots to the southernmost line of Einer's and Marshoop's,
lots; thence northerly three hundred and seventy-nine feet
on said division line to Hammond's Ferry Road; thence north-
erly three hundred and fifty-two feet to beginning.
