cinity; and may acquire any wires, poles or equipment necessary
for this purpose.
71. If any owner of any lot shall neglect to pave the sidewalk
and street in front of the same in a manner to meet the ap-
proval of the Commissioners of Ellicott City for the space of two
months after notice to pave the same has been given by the Presi-
dent of the Commissioners of Ellicott City, the Commissioners
aforesaid may direct their President to cause the same to be done;
and the expense thereof shall be a lien on such lot and may be
recovered as other debts of like amount,
81B. The President of the Commissioners of Ellicott City
may call upon any officer of the City entrusted with the re-
ceipt and expenditure of public money for a statement of
his accounts, as often as he or the Commissioners aforesaid
may think necessary. Also the Commissioners of Ellicott City
shall cause such official entrusted with the receipt and expendi-
ture of public money to, during the month of July in each and
every year, prepare a statement showing the receipts of all
moneys during the year and the expenditure of the same; and
this statement shall be printed and mailed to each taxpayer at
the time his tax bill is mailed to him.
SEC 3. And be it further enacted, That Section 77, of Ar-
ticle 14 of the Code of Public Local Laws of Maryland, title
"Howard County", sub-title "Ellicott City", as said Section
was enacted by Chapter 207 of the Acts of 1918, be, and the
same is hereby, repealed and re-enacted with amendments, so
as to read as follows:
77. The Commissioners of Ellicott City may levy, for gen-
eral purposes, a tax on the property assessed in said City not ex-
ceeding Seventy-five (75) Cents on every one hundred dollars
of the assessed value thereof. Said levy shall be made by the
Commissioners of Ellicott City on or before the first day of
July in each and every year, and said taxes shall be due and
payable fifteen days after the publication of the ordinance im-
posing the same: and, if not paid when due, they shall bear
interest at the rate of six per centum per annum until the same
are paid. The amount of taxes to be levied in any one year
shall be arrived at as follows: a budget shall be made up by
the said Commissioners setting forth the different items and
the amounts levied therefor. The Commissioners of Ellicott City
may include a "Contingent Account" in their levy, but under
no circumstances shall said contingent account exceed in amount
