5. That the said police justice shall receive as compensation
for his services the sum of twelve hundred dollars ($1, 200. )
per year, or the proportionate part thereof, so long as he shall
continue to act as such police justice, said salary to be paid by
the County Commissioners of Dorchester County, in equal
monthly instalments, and shall be paid as full compensation for
services rendered under this act; and no police justice shall
charge any fee other than provided by law or receive any gratu-
ity for making any commitment granting any release, or the
performance of any duty required by law in criminal cases, or
when acting as coroner; but the said County Commissioners
shall in no case pay the aforesaid salary until the said police
justice shall have first filed his monthly report as required by
Section 4 of this act.

SEC. 2. And be it further enacted, That this Act is an
emergency law necessary for the immediate preservation of the
public health (or safety), and being passed upon a year and
nay vote supported by three-fifths of all the members elected
to each branch of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 56.

AN ACT to authorize and direct the County Commissioners of
Somerset County to issue bonds to the extent of one hun-
dred and fifty thousand dollars ($150, 000), the proceeds
thereof to be used by the Board of Education of said Som-
erset County for the purchase of sites, and the erection and
equipment of new school buildings in said Somerset County,
and providing for the referendum vote on the said proposed
bond issue.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Somerset County be
and they are hereby authorized and directed, subject to the
referendum vote hereinafter provided, to issue and sell bonds
of the par value of one hundred and fifty thousand dollars
($150, 000), on the faith and credit of said Somerset County, to
be known as "Public School Improvement Bonds of Somerset
County, Maryland, " in denominations of not less than one hun-
dred dollars and not more than five hundred dollars; each of
said bonds shall be issued as of the first day of January, 1925;
