(K) That if at such election a greater number of persons
shall vote "FOR INCORPORATION" than shall vote
"AGAINST INCORPORATION, " this charter shall become
immediately effective and operative.

(L) That if at such election a greater number of persons
shall not vote "FOR INCORPORATION" than shall vote
"AGAINST INCORPORATION, " then this charter shall again
be submitted for adoption or rejection at another election to be
held on the first Monday in June, 1925, which said election shall
be conducted by said Board of Election Supervisors or their
successors in the manner provided for in this Section for the
election to be held on the first Monday in June, 1924. If, at
such election on the first Monday in June. 1925. a majority of
the votes are "FOR INCORPORATION, " this charter shall
immediately become effective and operative. If at such elec-
tion held on the first Monday in June, 1925, a greater number
of persons shall not vote "FOR INCORPORATION" than
shall vote "AGAINST INCORPORATION, " then this charter
shall again be submitted for adoption or rejection at another
election to be held on the first Monday in June, 1926, which
said election shall be conducted by said Board of Election Su-
pervisors or their successors in the manner provided for in this
Section for the election to be held on the first Monday in June,
1924. If, at such election on the first Monday in June, 1926. a
majority of the votes shall be "FOR INCORPORATION, " this
charter shall immediately become effective and operative.

SEC. 13. And be it further enacted: (A) That immediately
upon this charter's becoming effective as provided in Section
12 of this Act, SAM A. OPPLIGER, ALAN LEIGHTON and
Y. A. SIMMEL shall constitute and be The Cottage City Com-
mission until their successors shall have been chosen as provided
in Section 11 of this Act and shall have qualified as provided in
paragraph J of Section 4 of this Act.

(B) That, within ten (10) days (including Sundays and
holidays) after this charter becomes effective as provided in
Section 12 of this Act, each of three Commissioners named in
paragraph A of this Section shall qualify as such Commissioner
by taking the oath of office of Commissioner as provided in para-
graph J of Section 4 of this Act.

(C) That if any person named as Commissioner in para-
graph A of this Section shall fail to qualify as provided in
paragraph B of this Section, or in case a vacancy in the office
