in complete detail each and all the provisions of the ordinance,
in proper form to be submitted for adoption or rejection, (c)
that such petition shall be sworn to before the Secretary Com-
missioner, as to the genuineness of. the signatures thereon or
attached thereto, by the person presenting such petition to, or
filing such petition with, said Commission, and (d) that not
less than ten (10) typewritten or printed copies of such petition
be filed with said Commission at the time that the original peti-
tion is so presented or filed. And the election for the adoption
or rejection of any such ordinance shall be conducted in the
manner provided by Section 11 of this Act, and any such ordin-
ance and shall go into force in the same manner as is provided
for in paragraph A of this section.

(C) That in order to insure the observance of such ordin-
ances, in addition to the action of debt or other civil remedies
as may exist by law in such cases for the recovery of penalties
or forfeiture for violations of such ordinances, such ordinances
may provide for the payment of reasonable fines, not exceeding
fifty (50) dollars for such violation and may provide that in
default of payment of any such fine the delinquent shall be
committed to the county jail of Prince George's County for a
period not exceeding thirty (30) days or until such fine is paid.
And it shall be the duty of the sheriff for such county to receive
any person so committed and detain the same until such sen-
tence shall have been served or until such fine shall have been
paid.

(D) That the Chairman Commissioner shall have all the
powers of a justice of the peace in civil and criminal cases
where the TOWN OF COTTAGE CITY is a party, and he
shall receive the same fees as justices of the peace are allowed
for similar services; and an appeal from the judgment of said
Chairman Commissioner may be taken to the Circuit Court of
Prince George's County, which Court shall hear and determine
the matter as upon appeal from a justice of the peace; pro-
vided, however, that any justices of the peace that may reside
in said town shall have the same power to hear, try and deter-
mine all criminal cases where the Town of Cottage City is a
party as they may have in cases where the State of Maryland is
a party. All proceedings in civil and criminal cases before
said Chairman Commissioner shall be entitled "BEFORE THE
CHAIRMAN COMMISSIONER OF THE TOWN OF COT-
TAGE CITY"; all such proceedings instituted by or on behalf
of said town shall be instituted in the name of the TOWN OF
