upon the satisfactory progress of the student as determined by
the State Board of Education upon reports furnished to it
from time to time by the educational institution which he
attends.

SEC. 7. And be it further enacted, That payments under
this section shall be made in the following manner: The appli-
cant must first proceed as provided for in Section 3 for col-
lection of the cash compensation down to and including the
securing of the certificate from the Adjutant-General as to
the correctness of the application and eligibility of the appli-
cant, the approved papers then to be taken to the State Board
of education where arrangements shall be made for the as-
signment of the applicant to the proper educational institu-
tion.. After this has been acomplished the State Board of
Education shall issue a certificate to the effect that the appli-
cant has been enrolled as a student in a certain named educa-
tional institution of the State of Maryland and entitled to
draw the compensation provided for under this Act monthly,
beginning with the month the applicant is to begin his studies.
This last named certificate, together with the certificate of
the Adjutant-General and application forms hereinbefore pro-
vided for, must then be presented to the office of the Comp-
troller who shall provide for the payment of the monthly com-
pensation each month hereinbefore provided by a warrant on
the Treasurer in accordance with monthly pay-rolls made out
in the office of the State Board of Education as hereinafter
provided for.

SEC. 8 And be it further enacted, That accompanying all
applications for this bonus, the applicant shall furnish satis-
factory proof that he was a bona fide resident of the State at
the time of induction or enlistment, and a certified copy of
his discharge or release papers or furlough, or he shall fur-
nish other proof satisfactory to the Adjutant-General and the
State Board of Education that he comes within the provisions
of this Act.

SEC. 9. And be it further enacted, That the State Board
of Education is authorized to transfer, under the rules and
regulations it shall prescribe, students receiving the bonus
under Section 4 from one school to another for failure in
studies or for other good and sufficient reasons, and upon a
unanimous recommendation of the said Board may drop a
