cilmen elected at the election held in said Town on the first
Monday in May, 1922, for two years from said date, shall con-
stitute the Council of said Town, with the Mayor. The citizens
of the Town shall elect, on the first Monday in June of each
year thereafter, two persons to be members of the Council of
said Town, who shall serve for two years, or until their suc-
cessors are elected and qualified, and whose terms of office shall
commence on the 1st day of July immediately following their
election. The qualifications for voters, Mayor and Councilmen,
shall be the same as prescribed for voters by the Laws of this
State. They must have resided within the corporation limits
of said Town for at least six months next preceding their elec-
tion, the Mayor and Councilmen must continue to reside in said
Town during their terms of offce and they shall receive no com-
pensation for their services, except that the Mayor shall receive
the fees allowed by said Charter in section Nine of the Acts
of the General Assembly of 1898 Chapter 78.

SEC. 6. The Council shall meet in some convenient place in
said town on or before the first Monday of July next succeeding
their election and as often thereafter as may be necessary in
the discharge of the duties of their office; not less, however,
than once in every month. A majority of the Council shall
constitute a quorum for the transaction of business.

SEC. 7. They shall, annually, on or before the first Monday
in May, appoint three judges of election, who shall appoint a
clerk, and the said Judges shall conduct an election by ballot,
in accordance* with the provisions of Section 4 of this Act; the
polls to be opened at 4 o'clock, P'. M., and closed at 9 o'clock,
P. M., and the judges and clerk shall make their returns to
the Council, but said judges and clerk shall receive no compen-
sation for their services. Not more than two of said judges
shall be of the same political party.

SEC. 8. The Mayor shall appoint one person to be the Town
Marshal, and such other persons to be deputy marshals as the
Counicl may allow, one to be Health Officer, one to be Clerk
and Treasurer, to hold office until their successors are appointed
and qualified, and the Council shall fix the compensation of
each said officers and all subordinates under them, and shall
prescribe their duties, except as herein provided. The Town
Marshal shall be held responsible under the Mayor for the en-
forcement of all ordinances of the town relating to the public
safety and order and shall perform such other duties as the
