SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1922.

CHAPTER 441.
AN ACT to add to Article 33 of Bagby's Annotated Code of
Public General Laws of Maryland, title ''Elections," two
new sections to be designated as Sections 231 and 232, re-
spectively, providing for the payment of the costs of adver-
tising in connection with referendum votes on legislation,
and for the recording by the Secretary of State of all such
referendum votes, and the certification by him of the results
thereof to the Clerk of the Court of Appeals, and for the pur-
pose of having the same printed with the laws of the State.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That two new sections be, and they are hereby added to
Article 33 of Bagby's Annotated Code of Public General Laws
of Maryland, title "Elections," said new sections to be desig-
nated respectively, as Sections 231 and 232, and to read as
follows:
Section 231. The costs of publishing in newspapers any
laws upon which a referendum vote shall be taken under the
provisions of-Article 16 of the Constitution shall be paid as
follows: If said law is submitted to the voters of the entire
State, by the Secretary of State ont of funds appropriated for
said purpose by the General Assembly in the Budget Bill; if
said law is submitted to the voters of any county of the State,
by the Board of County Commissioners of said countv, and if
said law is submitted to the voters of the City of Baltimore, by
the Mayor and City Council of Baltimore.
Section 232. It shall be the duty of the Secretary of State
to keep in his office a record of all referendum votes taken by
the voters of the State or any county therein, or the Citv of
Baltimore upon any law passed at any session of the General
Assembly of the State, whether regular or extraordinary and
in addition thereto, the Secretary of State shall, within ten
days from the receipt of the official returns from any such ref-
erendum vote, prepare under his hand and seal, two certificates
setting forth the particular law upon which such referendum
