bonds shall have printed on them a distinct reference to this
Act directing their issue.
SEC. 6. And be it enacted, That the bonds authorized by
this Act shall be exempt from taxation in Queen Anne's County
and the municipalities of said county; and the due and over-
due coupons for interest shall be received by the said County
Treasurer of said county in payment of county taxes.
SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and having passed
upon a yea and nay vote, supported by three-fifths of all the
members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 42.
AN ACT to legalize the action of the County Commissioners
of Carroll County in heretofore borrowing certain sums of
money from certain banks in Carroll County; and to author-
ize said County Commissioners of Carroll County to borrow
not more than $100, 000. 00 under certain contingencies.
WHEREAS, In order to procure funds to meet certain emer-
gency expenses of Carroll County, which were not provided for
in the lew of taxes, the County Commissioners of Carroll
County borrowed the necessary moneys from certain banks in
Carroll County; now, therefore,
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the action of the County Commissioners of Carroll
County in borrowing from the First National Bank of West-
minster the sum of $20, 000. 00; from the Manchester Bank
the sum of $20, 000. 00; from The First National Bank, Hamp-
stead, the sum of $10, 000. 00; from the Hampstead Bank of
Carroll County, the sum of $15, 000. 00; from The Sykesville
National Bank, Sykesville, the sum of $10, 000. 00; from the
Birnie Trust Company, Taneytown, the sum of $10, 000. 00;
from the Farmers and Mechanics National Bank of West-
minster, the sum of $23, 750. 00; be and the same is hereby
legalized, ratified and confirmed, and the said County Com-
