urer such sums of money as may be required each year for
postage, stationery and other incidental office expenses.

Section 130. That in case the person so elected .shall fail
to execute the bonds required by the preceding section on or
before the day prescribed for his entering upon the duties of
his office, or before the annual levy of taxes is placed in bis
hands for collection, as the case may be, or in the event of
the Treasurer's removal from the county, death, resignation or
removal from office, the County Commissioners shall declare
said office vacant, and at once proceed to fill tbe same by ap-
pointment of a suitable person possessing tbe qualifications
herein prescribed for the remainder of the current term, when
a Treasurer shall be elected for a full term of four years.

Section 131. He shall perform all tbe duties now by law
required to be performed by said Treasurer, or which may be
required of him by any future law. He shall receive as com-
pensation for all his services as Treasurer an annual salary
of three thousand dollars, to be paid monthly, which said sum
shall be in lieu of all fees and commissions.

Section 132. He shall have the power to appoint such as-
sistants as he may think necessary and at such compensation
as said Treasurer may fix and determine, said salary, how-
ever, shall not exceed in the aggregate tbe sum of three thou-
sand dollars; and the assistant or assistants so appointed shall
take the oath of office prescribed by the Constitution of this
State and shall execute such bond or bonds as the Treasurer
may require. That tbe assistant or assistants so appointed
may be required by the said Treasurer to do any and all
work in relation to tbe assessment, transfer and tax records
at any time during tbe year, and it shall be the duty of the
Treasurer to assist and require the said assistant or assistants
to aid in tbe preparation or revision of tbe assessments and
transfers eacb year and in transcribing and recording such
matter, including the mailing of notices, so that a proper and
efficient system may be organized and maintained in said office

and the system of records between tbe office of tbe County
Commissioners and the Treasurer's office may be complete and
in accord.

SEC. 2. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preservation
