months apart, or not earlier than six months prior to or after
any general election in said town, as now provided; and the
said special election or elections authorized to be held under
this Act are to be subject to all the provisions and regulations
in all respects as now provided by law or by the ordinances
of Vienna for holding elections in said town, or as may here-
after be provided.

20. The Commissioners of Vienna shall have full power to
assess and collect an pqual tax on all the property within the
corporate limits, but such tax shall not exceed the rate of
seventy-five cents on the one hundred dollars of property
taxed, and the sums at which the said property is assessed
for state and county purposes shall be the basis for levy-
ing the town taxes, but the said Commissioners may assess all
new property, and all property in the said town which they
shall find is not assessed for state and county purposes. The
assessment so made by the said Commissioners shall be at the

fair cash value of the property so assessed, and shall bear its
proportional part of the town taxes; provided, that no part of
any farm lands which are included within the corporate limits
shall be taxed for corporate purposes, so long as said farm
lands shall be used for agricultural purposes, without the
consent of the owners thereof.

SEC. 2. And be it further enacted, That at the election to
be held in said town in May, 1922, this Act shall be submitted
to the qualified voters thereof for their adoption of rejection,
and the Supervisors of Elections shall cause to be printed on
the ballots for use at said election the following:

For the Act

Against the Act,"

and shall cause an appropriate square or space to be printed
opposite the above words on each line, so that the voters may
clearly express their choice; and if a majority of the votes
cast at said election upon the said question shall be in favor
of the adoption of this Act, then and immediately thereupon
it shall be in full force and effect; but if a majority of said
votes shall be against the adoption of this Act, then and in
that event it shall stand null, void and of no effect.

SEC. 3. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preservation
of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all the members
