boat or vessel be equipped with a muffler and such muffler be in
serviceable condition and actually in use; provided, however,
that in case of a bona fide breakdown necessitating the opera-
tion of said boat or vessel without a muffler, anyone may oper-
ate such boat or vessel to port or to a safe anchorage. Any
person or persons violating the provisions of this section shall
be guilty of a misdemeanor and upon conviction thereof shall
be fined twenty-five dollars for the first offense and fifty dollars
for the second and each succeeding offense.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1922.

CHAPTER 409.

AN ACT to add a new section to the charter of the town of
Vienna, Dorchester County, as said charter was amended by
Chapter 563 of the Acts of 1914; said new section to be
known as Section 13A and to follow immediately after Sec-
tion 13 of said charter, and to repeal and re-enact, with
amendments, Section 20 of said charter, authorizing the
Commissioners to hold special elections and authorizing an
increase in the tax rate, and providing for the submission
of this Act to the qualified voters of said town for their
adoption or rejection.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to the char-
ter of the town of Vienna, Dorchester County, as said charter
was amended by Chapter 563 of the Acts of 1914; said new
section to be known as Section 13A and to follow immediately

after Section 13 of said charter, and to repeal and re-enact,
with amendments, Section 20 of said charter, both of said sec-
tions to read as follows:

13A. The Commissioners of Vienna are hereby authorized
and empowered to hold a special election in addition to the
usual elections, if they so desire, or when a question is to be
voted upon, to take the sense of the qualified voters of the town
as to the passage of any ordinance, ordinances or project, which
they contemplate passing, provided that such special election
or elections shall be held at periods of not earlier than six
