said election; and at said election the ballots cast upon said
question shall have printed thereon the words "for street im-
provement bonds" and "against street improvement bonds, "
with a square after the words in each case for the "X-mark"
of the voter; and if the majority of the votes cast upon said
question shall be '"For street improvement bonds" then the
Mayor and Councilmen of Frostburg may proceed at any time
to execute the powers vested in it by the provisions of this Act;
but if a majority of the votes cast upon said question at said
election shall be against "Street improvement bonds" then this
Act shall be null and void.
SEC. 5. And be it further enacted. That this is hereby de-
clared to be an emergency law and necessary for the immediate
preservation of the public safety, and being passed by a "Yea"
and "Nay" vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 6.
AN ACT to authorize the Board of Public Works to execute
and deliver to Clinton L. Riggs, a deed conveying to the
said Riggs, a tract of land owned by the State and consti-
tuting a part of the Patapsco State Forest Reserve in
exchange for a tract to be deeded to the State by the
said Riggs, said exchange to be made for the purpose of
adjusting the boundary line between the Patapsco State
Forest Reserve and the property of the said Riggs.
WHEREAS, the State Board of Forestry and Clinton L. Riggs
of Catonsville, desire to adjust the boundary line between the
Patapsco State Forest Reserve and the adjoining property of
the said Clinton L. Riggs by exchanging nearly equal portions
of land, the portion of land to be deeded by the State to the said
Clinton L. Riggs to provide additional space around the con-
crete dam which has been erected for his domestic water supply
and the portion of land to be deeded by the said Clinton L.
Riggs to the State of Maryland to furnish a pathway along the
side of Bull Branch, now therefore,
Be it enacted by the General Assembly of Maryland, That the
Board of Public Works be and they are hereby authorized and
