Provided, however, that if any balance remains after pro-
viding for the purchase of sites and the erection and equip-
ment of the aforesaid buildings, the said County Board of
Education may, in its discretion, expend the said balance for
the repair and equipment of any existing school building or
buildings or for the erection and equipment of any additional
school building or buildings which may be deemed necessary.

SEC. 4. And be it further enacted, That the County Com-
missioners of Washington County be and they are hereby
authorized to levy annually on the taxable property of said
county a sum of money sufficient to pay the interest on said
bonds and to redeem said bonds as they mature and become pay-
able and to levy twenty thousand ($20,000.00 ) dollars annually
for 1922, 1923, 1924, 1925 and 1926, for the redemption of
the one hundred thousand ($100,000.00) dollars of bonds
due July 1st, 1927, and said taxes shall be collected in like
manner as other taxes in said county, and when collected shall
be applied to the payment of the interest on said bonds and to
the redemption of said bonds as they mature and become pay-
able. The said Commissioners shall deposit in the bank pay-
ing the highest rate of interest the twenty thousand ($20,-
000.00) dollars levied and collected for the years 1922, 1923,
1924, 1925 and 1926, the said funds thus deposited to be in a
separate account and to be known as the sinking funds for the
retirement of the Washington County School bonds as herein-
above provided for, which become due July 1st, 1927. The ac-
cumulated interest on said sinking fund shall be used to pay
the interest on the outstanding bonds issued under the pro-
visions of this Act, so far as it may pay the same ; or the Board
of County Commissioners for Washington County may pur-
chase in the open market and cancel, if more advantageous, any
of said bonds which may fall due July 1, 1927.

SEC. 5. And be it further enacted, That the Board of Edu-
cation of Washington County shall publish within ninety (90)
days after the completion of any building's provided for in this
Act, in at least one newspaper in Hagerstown, a complete state-
ment in detail, showing the cost of the site, the building and
equipment thereof.

SEC. 6. And be it further enacted, That this Act shall take
effect June 1, 1922.
