ered to fix rates to be paid either to the Mayor and Council,
or the person or persons, corporation, or corporations contract-
ing with said Mayor and Council by the citizens creating or
producing garbage, for the collection and removal of the same.
And the said Mayor and Council are authorized and empow-
ered to provide for the collection of said rates by use of the
same processes as the tax collector of Hagerstown may employ
for the collection of taxes, or bv an action of debt, or by fine

within the limits that the power to fine is now exercised by the
said Mayor and Council in the enforcement of the ordinance
of the Mayor and Council of Hagerstown, and the said Mayor
and Council are hereby authorized and empowered to levy taxes
in addition to the amount now authorized by law sufficient to
meet the necessary expenses incurred to carry out the provisions
of this section; provided, the said additional tax does not ex-
ceed three cents on the hundred dollars at the annual levy.

SEC. 2. And be it further enacted, That it is hereby de-
clared that this law is an emergency law and necessary for the
immediate preservation of the public health and safety, that
this Act shall take effect from the date of its passage.

CHAPTER 378.

AN ACT to provide for a bond issue by the Mayor and Town
Council of Kitzmillersville, Garrett County, Maryland, for
the improvement of the streets of said town and to submit
to the legally qualified voters of said town the question of
whether or not said bonds shall be issued.

SECTION 1. Be it enacted by the General Assembly of Nary-
land, That the Mayor and Town Council of Kitzmillersville
are hereby authorized and empowered, in their discretion, to
borrow upon the faith and credit of the said town a sum not
exceeding fifteen thousand ($15,000) dollars and to issue and
sell coupon bonds therefor in sums of not less than one hun-
dred ($100) dollars or more than one thousand ($1,000) dol-
lars, each to be signed by the Mayor of the said town, and to
be countersigned by the Clerk of the Town Council thereof and
the seal of said town attached, and to be registered by said
Clerk of the Town Council in the book kept by the Mayor and
Town Council, in which are registered the "Street Building
