SEC. 5. And he it further enacted, That the question whether
or not said Cecil County School Bonds shall be issued by the
County Commissioners of Cecil County, as above provided,
shall be submitted to the registered and qualified voters of Cecil
County aforesaid at the regular election to be held on the first
Tuesday after the first Monday in November, 1922, and the
Supervisors of Elections of Cecil County are hereby directed to
have printed on the ballots used at said election in the manner
prescribed by law generally in the case of questions submitted
to the registered voters, the question ''Shall bonds not to exceed
the sum of $150,000 be issued by the County Commissioners of
Cecil County for the improvement of the public educational
system of said county, in accordance with the provisions of
Chapter of the Acts of the General Assembly of Mary-
land, Session 1922, and the recommendation of the committee
appointed therein," and immediately thereafter shall be printed
on each ballot the words "For School Bond Issue" and "Against
School Bond Issue," as now provided by law, and immediately
after said election due returns shall be made by the Board of
Canvassers to the Clerk of the Circuit Court for Cecil County
of the vote for and against said proposed bond issue. If the
majority of the votes cast at said election shall be "For School
Bond Issue," then the County Commissioners shall issue bonds
as provided for in this Act, but if the majority of votes be cast
"Against School Bond Issue,'' then said bonds shall not be is-
sued unless later approved by said voters as provided by the
next succeeding paragraph.

Should the majority of votes cast at the election in 1922,
above referred to, be "Against School Bond Issue," then in
that case the Board of Supervisors of Elections for Cecil
County shall again submit the question to the qualified voters
of said county at the election held on the first Tuesday after
the first Monday in November, 1923, in the same manner as
is above provided for its submission at the general election in
1922, and should the majority of the votes cast at said election
in 1923 be cast ''For School Bond issue," then the County Com-
missioners of said county shall issue the bonds as provided for
in this Act, except, however, that said bonds shall be dated
January 1, 1924, instead of January 1, 1923, as provided in
Section 2 hereof.

SEC. 6. And be it further enacted, That this Act shall take
effect June 1, 1922.
